Gender Analysis Consultant & Workplan Developer for UNICEF Caribbean

About the role

This consultancy supports the UNICEF Caribbean Multi‑Country Office in developing a practical, results‑aligned Gender Equality and Children Workplan for the 2027–2031 programme cycle. Based in Barbados with remote work options, the consultant will analyse gender and child‑rights issues across twelve Caribbean states, integrate findings into a coherent workplan, and ensure alignment with UNICEF’s Gender Equality Action Plan and regional frameworks.

Key responsibilities

• Conduct a comprehensive gender and child‑rights analysis across all MCO countries.
• Assess implementation status of previous Gender Programmatic Review recommendations.
• Identify priority gender inequalities, gaps, and barriers affecting girls, boys and adolescents.
• Map national gender policies, priorities and institutional capacities for implementation.
• Align identified priorities with the three MCO programme outcomes and regional frameworks such as CARICOM.
• Develop a cost‑conscious gender workplan with clear actions, indicators and accountability mechanisms for annual work plans.
• Define an Adolescent Girls Accelerator Package as a cross‑cutting priority.
• Provide actionable recommendations to strengthen gender integration, monitoring and accountability.
• Facilitate a regional workshop to validate findings and finalize the workplan.
