International Consultant – WASH Strategy for Caribbean

About the role

UNICEF is seeking an experienced international consultant to design a strategic approach that strengthens UNICEF’s positioning on water, sanitation and hygiene (WASH) across the Caribbean. The assignment will focus on aligning UNICEF’s new Caribbean Multi‑Country Office with the emerging Caribbean Water Centre of Excellence and the broader regional WASH agenda.

Key responsibilities

• Analyse current WASH governance, financing and capacity gaps in Caribbean countries and territories.
• Define how UNICEF can add value as a technical and convening partner while preserving its independence and visibility.
• Develop a concrete strategy that outlines UNICEF’s role in sector leadership, climate‑resilient planning, utility performance and knowledge sharing.
• Identify opportunities for regional cooperation, partnerships with academic institutions and capacity‑building initiatives.
• Produce a final deliverable that includes clear recommendations, expected outcomes and an implementation roadmap.

Required profile

• Master’s degree in WASH, public health, environmental engineering, climate resilience, public policy or a related field.
• Minimum 10 years of experience in WASH sector strategy, systems strengthening, sanitation, climate resilience or sector reform.
• Proven experience in human capital development, training systems, institutional capacity development or workforce planning.
