Programme Officer – Humanitarian Response and Recovery

About the role
The Programme Officer – Humanitarian Response and Recovery will manage, coordinate and oversee the Humanitarian Response and Recovery Programme in the Barbados Country Office, reporting to the Chief of Mission and working closely with regional and headquarters units.
Key responsibilities
- Lead the design, implementation, monitoring and evaluation of humanitarian response and recovery activities.
- Coordinate consultations, workshops and seminars with high‑level stakeholders, including government, diplomatic and international partners.
- Develop capacity‑building initiatives and ensure alignment with UN and bilateral donor programming.
- Maintain strong working relationships with government counterparts, UN agencies, NGOs and private sector entities.
Required profile
- Master’s degree in International Relations, Humanitarian Affairs, Development, Business or related field with at least five years of relevant experience, or a Bachelor’s degree with seven years of experience.
- Proven experience in programme conceptualisation, development, monitoring, reporting and evaluation.
- Demonstrated ability to liaise with governmental and diplomatic authorities and international institutions.
- Strong leadership, coordination and information‑management skills, with the ability to work under pressure and meet deadlines.
Required skills
- Knowledge of UN and bilateral donor programming and migration‑related issues in the Eastern Caribbean.
- Familiarity with financial and business administration, including human and financial resources management.
- Excellent analytical, writing and communication skills.
- Fluency in English (oral and written); additional UN language proficiency is an advantage.
